Costa Rica is on New Zealand's transit visa waiver list rather than the full visa waiver list. An NZeTA can carry a Costa Rican passport holder through Auckland Airport en route elsewhere, but it does not permit entry into New Zealand.

There is a natural affinity between the two countries — both have built national identities around conservation, eco-tourism and renewable energy, and there is a genuine professional exchange in those fields. Costa Rican travel to New Zealand is often conference, study or technical visit rather than pure tourism.

All of that requires a Visitor Visa or another appropriate visa granted before travel. The NZeTA covers transit only.

Do Costa Rican citizens need a visa for New Zealand?

It depends on your itinerary. Changing planes at Auckland and departing within 24 hours falls under the transit waiver, and an NZeTA is the correct document. Entering New Zealand for any purpose requires a Visitor Visa granted before you fly.

The Visitor Visa is a full application requiring evidence of funds, employment or business ties, travel plans and sometimes medical or police certificates. Processing takes several weeks.

Conference and academic travel needs the right category. A short conference visit is usually covered by a Visitor Visa, but a research placement, secondment or field position requires a work visa. An institutional invitation does not itself resolve your immigration status.

How long can Costa Rican citizens transit through New Zealand?

The transit concession is narrow: Auckland International Airport only, a maximum of 24 hours, and you remain airside throughout. You cannot clear immigration, collect checked baggage or leave the terminal.

An NZeTA on this basis lasts two years and covers repeated transits, but never becomes permission to enter New Zealand.

A layover longer than 24 hours falls outside the waiver and requires a Transit Visa or Visitor Visa arranged in advance.

Your passport must be valid for at least three months beyond your departure from New Zealand, and you need a confirmed onward ticket plus a valid visa for your onward destination where one is required.

Specific to Costa Rican passport holders

  • A valid Costa Rican passport with at least three months of validity beyond your transit through New Zealand

NZeTA requests for transit are usually approved within minutes, with Immigration New Zealand advising up to 72 hours. A Visitor Visa takes several weeks and requires supporting documents and biometrics.

The rules that apply to Costa Rican travellers in transit

Transit without a visa is a narrow permission with hard limits. Read these before you book a connection through Auckland — a routing that breaks any one of them needs a different authorisation.

Auckland only

Transit without a visa is available at Auckland International Airport and nowhere else in New Zealand. You cannot transit through Wellington, Christchurch or Queenstown on this basis.

24 hours maximum

You must depart within 24 hours of arriving. Overnight connections that exceed that window need a Transit Visa or a Visitor Visa instead.

You stay airside

You remain in the international transit area for the whole layover. You cannot clear immigration, collect checked luggage, leave the terminal or spend the night in an off-airport hotel.

Onward documentation is checked

You need a confirmed ticket to your next destination and, where that destination requires one, a valid visa for it. Airlines verify both before boarding.

Flying to New Zealand from Costa Rica

San José connects to Auckland through Santiago, Panama City or Los Angeles. The transit case arises for Costa Ricans heading onward to Australia or the Pacific after a trans-Pacific crossing.

When to travel from Costa Rica

For a genuine transit the season is irrelevant. For a visit on a Visitor Visa, New Zealand's summer of December to February gives the best conditions and is peak season.

For conservation and field-science travel, the New Zealand field season broadly runs October to April, which is worth aligning with if the visit is work-related.

New Zealand is 17 to 18 hours ahead of Costa Rica depending on southern daylight saving, so you cross the date line and arrive two calendar days after departure.

Common mistakes Costa Rican citizens make

Declines are rare, and almost always technical rather than substantive. These are the problems that come up most often on requests from Costa Rica — we check for every one of them before submitting.

Assuming the NZeTA allows a visit

Costa Rica is on the transit waiver list only. An NZeTA does not permit entry to New Zealand, and arriving intending to stay results in refusal and return at your own cost.

Assuming an institutional invitation covers immigration

Conservation programmes, university collaborations and conference invitations carry no immigration weight on their own. A visit needs a Visitor Visa; a placement or field position needs a work visa.

Forgetting the onward destination visa

The transit waiver requires a valid visa for your onward destination where one is needed. Australia requires one for Costa Rican passport holders.

Only one surname entered

Costa Rican passports carry both paternal and maternal surnames. The authorisation must match the machine-readable zone exactly, including the order shown.

Passport number mistyped

By far the most common problem. The authorisation is attached to the number you enter, so a single wrong character produces an NZeTA that does not exist as far as the airline is concerned.

An undeclared conviction

Immigration New Zealand asks about convictions, deportations and previous refusals. Undisclosed history found later is treated far more seriously than the original offence.

A photograph that fails the check

Shadows across the face, glasses, a busy background or a cropped chin all cause the automated check to reject an image, which turns an instant approval into a manual review.

NZeTA rules that apply to every traveller

These conditions are set by Immigration New Zealand and do not vary by nationality. Two of them — the passport-linking rule and the cruise rule — catch out a lot of otherwise well-planned trips.

The NZeTA is linked to one passport

Your authorisation is held electronically against the passport number you entered. There is no label in your passport and nothing to print for immigration. If you renew or replace that passport, the NZeTA does not transfer — you must request a new one.

One request per traveller

Every person travelling needs their own NZeTA, including newborns and children. A child cannot be added to a parent's request, and each one needs their own valid passport.

Valid for two years, multiple entry

An approved NZeTA lasts two years from the date it is issued and can be used for any number of trips in that period, provided your passport remains valid. It cannot be extended — when it expires you simply request a new one.

The IVL is paid at the same time

The International Visitor Conservation and Tourism Levy funds conservation and tourism infrastructure and is charged alongside the NZeTA request. It currently stands at NZD 100 and is payable once per NZeTA, not once per trip.

It is permission to travel, not a guarantee of entry

An NZeTA lets you board. The decision to admit you is made by a border officer at Auckland, Wellington, Christchurch or Queenstown, who can ask about your funds, your accommodation and your intended departure.

Cruise arrivals need one too

Since October 2019 every cruise passenger arriving in New Zealand by sea needs an NZeTA or a visa, regardless of nationality — including passengers whose nationality would otherwise be exempt.
