Overview
Rwanda calls itself the land of a thousand hills, and Sri Lanka's central highlands would not look out of place there: steep green slopes, terraced tea, mist in the mornings. Both countries are small, densely populated and have rebuilt tourism after conflict. Rwanda's growing cricket scene, centred on the Gahanga ground outside Kigali, gives sports fans a further reason to look east.
Only a small number of Rwandans travel to Sri Lanka each year, mostly for holidays, study visits, medical treatment or onward trips to the Maldives. Whatever the reason, a Rwandan traveller needs an Electronic Travel Authorisation first. Some sites label it a Sri Lanka visa and others an e-visa, yet it is one and the same permission, issued digitally before travel.
Rwandans are used to efficient online public services, and the ETA will feel familiar to anyone who has dealt with Irembo. The differences lie in the details: a form that expects a surname where Rwandan naming has none, a six-month passport rule, and flight connections that cross a date line of sorts overnight. Every Rwandan needs the authorisation, without exception for short stays. It must be approved before you set out, because RwandAir, Qatar Airways and other carriers at Kigali International will not check you through to Colombo without it.
The government charge was waived for 40 nationalities from 25 May 2026, and Rwanda is not one of them. Rwandan adults accordingly pay the standard government rate. Pick the ETA type that matches your plans. Leisure travel, seeing friends, yoga or Ayurvedic programmes, and watching or playing in a sporting event are tourist activities. A Rwandan official at a workshop, a company representative in negotiations or a trainee on a short course belongs under the business option.
Rwandan parents should include every child, however young. A child under 12 visiting as a tourist for up to 30 days is not charged the government fee, though the child's passport details are still required in full.
Stay & validity
The tourist ETA lets a Rwandan stay for 30 days, beginning when immigration first admits you. It can be used for two entries. A Rwandan who flies on to Malé and then returns to Colombo is readmitted for the days that remain, not for a new month.
After issue, the approval is valid for travel for six months. That gives Rwandans room to apply as soon as leave is confirmed, well before buying tickets if they wish. Always check the conditions on the approval you receive, as these override general summaries.
On arrival your Rwandan passport must have a minimum of six months left. The East African Community e-passport that Rwanda issues comes in more than one validity length, so look at the expiry date on yours. A passport replaced after approval needs a new ETA.

Everything Rwandan passport holders need before starting an application. The first five items apply to every applicant; the rest are specific to your nationality.

Simple process

Pick the Tourist, Business or Transit option that matches the real purpose of your trip, and add every traveller in your party to the same application.
Give each traveller's details exactly as printed on the passport, plus the intended arrival date and an address in Sri Lanka. Entries are made in English.
Check every name, date and passport number on the review screen before paying. Corrections are simple at this stage and difficult afterwards.
The approval is linked electronically to your passport number. Keep a copy on your phone and a printout with your travel documents for check-in and arrival.
Rwandan applicants usually receive a decision in a day or two. No one can promise that for an individual case, and a query over a name or an image adds time. Leave three to five days at the minimum between applying and your Kigali departure.
Popular travel periods for Rwandans include the long school holiday from July into September and the Christmas and New Year break. The latter overlaps with Sri Lanka's high season, when it pays to apply earlier still. Many offices in Rwanda also slow down during the week of remembrance that begins on 7 April.
Rwanda keeps Central Africa Time, three and a half hours behind Sri Lanka. By the time the working day starts in Kigali it is nearly lunchtime in Colombo. Applications sent in the Rwandan evening will not be looked at until the following Sri Lankan morning if they need human review.
On arrival
An approved ETA gets you on the plane. This is what happens once you land, and how to make the arrival as quick as possible.
Bandaranaike International Airport at Katunayake, about 30 kilometres north of Colombo, handles nearly all international arrivals. Follow the signs to immigration and join the foreign passport queue.
The officer retrieves your ETA from the passport number. Have the approval email to hand as a backup, on paper or saved offline, since airport connectivity is not guaranteed.
You may be asked where you are staying, how long for and when you leave. A hotel confirmation and your return ticket answer all three in a few seconds.
Your passport is endorsed with the date you must leave by. Read it at the counter — that date, not the length of your booking, is what counts if your plans change.
Getting there
There is no nonstop from Kigali to Colombo. The most direct options run through Doha, where RwandAir and Qatar Airways cooperate closely, or through Dubai on RwandAir with an onward flight to Sri Lanka. Some Rwandans instead route via Nairobi or Addis Ababa, which adds a second stop but can lower the fare.
Best time to go
Rwanda's long dry season from June to September is when schools close and families travel. In Sri Lanka that same stretch belongs to the east coast, with settled weather at Trincomalee and Pasikudah and surf at Arugam Bay. The south-west is rainy then, so avoid basing a July holiday in Galle.
The short dry spell around December to February matches the best months for Colombo, the southern beaches and the tea country. A Rwandan visiting Nuwara Eliya will recognise the altitude and the cool evenings, and may want to compare the local estates with those of Nyungwe or Gisovu.
March to May brings heavy rain to Rwanda and the start of the monsoon to south-west Sri Lanka. If you must travel then, aim for early April on the south coast or wait for May in the east. Mid-April's New Year festivities are colourful but disrupt transport for several days.
Wildlife enthusiasts who know Akagera and Volcanoes National Park will find Sri Lanka's parks compact and easy to reach. Yala is known for leopards and Wilpattu for its lakes. On monthly Poya days, expect bars to be closed and temples crowded with worshippers in white.
Avoid these
Problems are rare, and almost always technical rather than substantive. These are the ones that come up most often on applications from Rwanda — worth a minute now rather than a new application later.
Rwandans generally have a Kinyarwanda name and a Christian, Muslim or French given name, with no family name passed down. Either may be listed first on different documents. For the ETA, the passport decides: use its surname line and its given-name line exactly as printed.
Rwandan documents and everyday usage put the day before the month, and some online forms do the opposite. Read the date labels on the application carefully, particularly for birthdays and arrival dates where both numbers are twelve or below.
Rwandan e-passports are issued for different durations, and a shorter one can be nearer its end than you remember. If under six months will remain when you land, the airline can refuse you despite an approved ETA.
Rwandan civil servants and NGO employees are regularly invited to regional seminars. Workshops and seminars come under the business option, not tourism. Choosing correctly at the start avoids paying twice.
Passport number mistyped
The authorisation attaches to the number you enter. One wrong character produces an ETA that does not match the passport handed over at the counter, and a paid application cannot be edited afterwards.
Passport with under six months left
Sri Lanka expects six months of validity counted from the day you arrive, not the day you apply. A passport that falls short is refused at check-in regardless of the ETA.
The wrong ETA type
Attending meetings or a conference on a tourist ETA is outside its conditions. Choose the option that matches what you will actually do in the country.

These conditions are set by Sri Lanka's Department of Immigration and Emigration and do not vary by nationality.
Sri Lanka requires an Electronic Travel Authorisation for short visits by all foreign nationals, and it should be approved before you travel. Even where the government charge is waived, the authorisation itself is still required.
The authorisation is recorded against the passport number you enter. If that passport is lost, replaced or renewed before you travel, the ETA does not move across and a new application is needed.
A tourist ETA allows two entries. The stay period runs from your first arrival, so a second entry is granted only the balance of that period rather than a fresh allowance.
A tourist ETA covers holidays, family visits, medical treatment and cultural or sporting events. Business meetings, conferences and short training need the business option, and a stopover of up to two days uses the transit option.
Immigration officers at the port of entry may ask for a confirmed return or onward ticket and evidence that you can support yourself for the length of your stay.
An approved ETA lets you travel to Sri Lanka. The decision to admit you is made by an immigration officer on arrival, and the conditions printed on your approval govern your stay.
Consular services
Sri Lanka's High Commissioner in Nairobi is also accredited to Rwanda, and there is no resident Sri Lankan office in Kigali. For an ETA this makes no difference, as Rwandans apply and receive approval online. Enquiries about anything other than short visits can be directed to Nairobi.
