Montenegro sends only a handful of travellers to Sri Lanka each year, which is unsurprising for a country of little more than six hundred thousand people. Those who do go tend to share a profile: people who work the Adriatic season in Budva, Kotor or Herceg Novi from May to October and take their own holiday once the last cruise ship has left the bay.

For them, and for anyone else holding a Montenegrin pasoš, the entry document is the Electronic Travel Authorisation. It is often searched for as a Sri Lanka visa, and the label hardly matters. The point is that an online approval, attached to your passport number, has to exist before the airline at Podgorica or Tivat will check you in for the first flight.

Montenegro is outside the list of 40 countries whose government charge Sri Lanka waived in May 2026, so the standard rate applies. Consult the live prices shown on this page for the current figure. Do Montenegrin citizens need an ETA for Sri Lanka?

An ETA is compulsory for Montenegrin citizens. Montenegro's own generous visa policy towards visitors sometimes leads people to expect the same in return from other holiday destinations, but Sri Lanka applies one rule to every foreign nationality: authorisation first, travel second.

The tourist type is right for a beach and wildlife holiday, a surf trip, an Ayurveda retreat or a visit to friends. A hotelier from the Budva riviera travelling to a hospitality conference, or anyone going for commercial discussions or a short course, should select the business option, because the tourist ETA excludes business and trade.

Seasonal workers sometimes ask whether they can pick up a few months of work in a Sri Lankan resort or dive centre during the Montenegrin off-season. Not on this document. Employment, paid or unpaid, and self-employment are both prohibited on a tourist ETA, and so is using consecutive visits as a way of living on the island.

Each person travelling needs to appear in the application with an individual passport. Children under 12 are exempt from the government fee on a tourist ETA of up to 30 days, but they are not exempt from the requirement to be included.

How long can Montenegrin citizens stay in Sri Lanka?

A Montenegrin visitor is granted 30 days from first arrival, with two entries permitted inside that span. Many people from the coast use their long winter break for a bigger journey that takes in India or the Maldives as well, and the second entry allows a return to Colombo for the flight home, but only for the days that remain.

You have six months from the issue date to make the trip, and the conditions on the approval itself take precedence over any general description. Applying in October for a January departure is therefore perfectly workable.

Check the passport before anything else. Sri Lanka requires six months of validity on arrival, and a Montenegrin adult passport lasts ten years, long enough for the expiry date to slip from memory. Should you renew at the MUP office after receiving the ETA, the approval stays with the old number and a new application is necessary.

  • Your name as it stands in the machine-readable lines, in Latin letters without the marks on Š, Ž, Č, Ć or Đ
  • The passport number read from the document in front of you, since a single wrong character cannot be corrected after payment
  • A legible colour image of the photo page, free of shadows from the cover
  • A credit or debit card enabled for international online payments, with an expiry date later than your trip
  • An email address checked regularly, including in the weeks when you are winding down seasonal work and less often at a desk
  • The planned arrival date and the name and address of your first accommodation
  • A booked flight out of Sri Lanka, which matters more if you are on an open-ended winter trip through Asia
  • Bank statements or similar evidence of funds, in case an officer wishes to see how the stay is financed

Processing times and when to apply

Most decisions arrive within one to two days. Because the system is online, living in Bar or Nikšić rather than a capital with a Sri Lankan embassy makes no difference at all. Processing times are typical figures, not undertakings, and occasionally an application is held for further checks.

Submit no later than three to five days ahead of the flight. Travellers leaving in November, straight after the season closes, are advised to apply before the final busy fortnight at work, when it is easy to mistype a date at midnight after a double shift.

December and January are peak months in Sri Lanka and coincide with the Montenegrin New Year and Orthodox Christmas holidays in the first week of January. If your dates fall there, add extra margin. Colombo is four and a half hours ahead of Podgorica in winter, so any follow-up email is likely to arrive early in your morning.

What Montenegrin citizens can expect on arrival in Sri Lanka

An approved ETA gets you on the plane. This is what happens once you land, and how to make the arrival as quick as possible.

Most flights land at Colombo (CMB)

Bandaranaike International Airport at Katunayake, about 30 kilometres north of Colombo, handles nearly all international arrivals. Follow the signs to immigration and join the foreign passport queue.

Hand over the passport you applied with

The officer retrieves your ETA from the passport number. Have the approval email to hand as a backup, on paper or saved offline, since airport connectivity is not guaranteed.

Expect a few routine questions

You may be asked where you are staying, how long for and when you leave. A hotel confirmation and your return ticket answer all three in a few seconds.

Check the stamp before you walk away

Your passport is endorsed with the date you must leave by. Read it at the counter — that date, not the length of your booking, is what counts if your plans change.

Flying to Sri Lanka from Montenegro

Montenegro's two airports are small, and reaching Colombo takes at least one connection and sometimes two. From Podgorica the simplest path is Turkish Airlines to Istanbul and onwards on its Colombo service. The alternative is a short hop to Belgrade and a Gulf carrier from there. Tivat is busiest in summer, and in winter most coastal residents travel from Podgorica or cross to Dubrovnik.

Best time to go

When to travel from Montenegro

The calendars could hardly fit better. Montenegro's tourist economy runs from May to October, and Sri Lanka's west and south coasts are at their finest from December to March. Someone who has spent six months serving guests in Kotor can be on a beach at Unawatuna or Tangalle while the bura blows down the Adriatic.

November is tempting because work has just finished, but it is an inter-monsoon month in Sri Lanka with frequent afternoon downpours. Waiting until mid-December, or going after the Orthodox Christmas table has been cleared in the second week of January, brings steadier weather and, later in January, calmer demand for flights.

Montenegrins who travel in the school summer holidays, or around Statehood Day on 13 July, should look east. Trincomalee and Arugam Bay are dry and sunny from May to September, while Galle and Bentota are wet. The Independence Day holiday on 21 May can be combined with Vesak, when Sri Lankan towns are hung with paper lanterns.

Hikers used to Durmitor and Lovćen will enjoy the hill country around Ella and Nuwara Eliya, which is cool enough at night to need a jumper. Remember that on each Poya day, the monthly full moon, bars close and alcohol is not served, which can surprise visitors expecting a lively beach evening.

Avoid these

Common mistakes Montenegrin citizens make

Problems are rare, and almost always technical rather than substantive. These are the ones that come up most often on applications from Montenegro — worth a minute now rather than a new application later.

Planning to work the opposite season

Hospitality staff are the Montenegrins most likely to consider a winter job abroad. A tourist ETA does not allow it, even informally in exchange for accommodation. It breaches the conditions of the approval, so keep the visit a holiday.

No onward ticket on a long winter journey

Open-ended travel is common among seasonal workers with months free. Airlines at Istanbul or Belgrade may refuse to carry a passenger to Colombo without evidence of departure from Sri Lanka inside the 30 days. Book the exit flight before the outbound one.

Separate tickets with a tight connection

Combining a cheap flight to Belgrade or Istanbul with a separately booked long-haul sector saves money until the first leg is delayed by winter fog at Podgorica. With the ETA valid for six months, the document survives a missed flight, but your budget may not.

Entering the name with local characters

Montenegrin spelling uses Š, Ž, Ć and occasionally Ś and Ź. None belongs in the application. Vukčević is entered as VUKCEVIC, following the machine-readable zone, and the given name is treated the same way.

Passport number mistyped

The authorisation attaches to the number you enter. One wrong character produces an ETA that does not match the passport handed over at the counter, and a paid application cannot be edited afterwards.

Passport with under six months left

Sri Lanka expects six months of validity counted from the day you arrive, not the day you apply. A passport that falls short is refused at check-in regardless of the ETA.

The wrong ETA type

Attending meetings or a conference on a tourist ETA is outside its conditions. Choose the option that matches what you will actually do in the country.

These conditions are set by Sri Lanka's Department of Immigration and Emigration and do not vary by nationality.

Every foreign national needs an ETA

Sri Lanka requires an Electronic Travel Authorisation for short visits by all foreign nationals, and it should be approved before you travel. Even where the government charge is waived, the authorisation itself is still required.

The ETA is linked to one passport

The authorisation is recorded against the passport number you enter. If that passport is lost, replaced or renewed before you travel, the ETA does not move across and a new application is needed.

Double entry within the stay period

A tourist ETA allows two entries. The stay period runs from your first arrival, so a second entry is granted only the balance of that period rather than a fresh allowance.

Purpose decides the ETA type

A tourist ETA covers holidays, family visits, medical treatment and cultural or sporting events. Business meetings, conferences and short training need the business option, and a stopover of up to two days uses the transit option.

Carry proof of onward travel and funds

Immigration officers at the port of entry may ask for a confirmed return or onward ticket and evidence that you can support yourself for the length of your stay.

It is permission to travel, not a guarantee of entry

An approved ETA lets you travel to Sri Lanka. The decision to admit you is made by an immigration officer on arrival, and the conditions printed on your approval govern your stay.
