Overview
Luxembourg is small in population and enormous in financial weight, and the relationship with the United Kingdom reflects that. The two countries' financial centres are deeply intertwined, the traffic between Luxembourg and the City of London is heavy and largely corporate, and a great many Luxembourg citizens have studied at British universities. For a country of this size, the volume of movement to Britain is remarkable.
Since April 2025 that journey has required an Electronic Travel Authorisation. Luxembourg remains a non-visa country, and nothing about what its citizens may do in Britain has changed — the ETA is a digital pre-travel permission applied for online and linked to the passport number. It simply has to be in place before departure, which is the new part for travellers accustomed to a decade of frictionless movement.
One thing to be clear on: Luxembourg's small size means most travellers reach Britain in more than one way. Luxair flies directly to London, but a great many Luxembourgers drive or take the train to Brussels, Frankfurt or Paris and fly or take the Eurostar from there. The ETA is required regardless of the route or the mode — it is tied to you and your passport, not to the departure point.

Luxembourg is a non-visa national country for UK purposes, so its citizens travel to Britain as visitors for tourism, family visits, business, conferences or short courses without any consular application. The ETA precedes that permission rather than replacing it, and the six months Luxembourg visitors have always been allowed is unchanged.
Every traveller needs their own, at any age. Children and infants need an ETA linked to their own passport and cannot be added to a parent's application. A family of four makes four separate applications, though they can all be completed in one session.
Exemptions apply to a meaningful number of Luxembourg citizens given how many work in Britain. Those holding a UK visa, settled or pre-settled status under the EU Settlement Scheme, or indefinite leave to remain do not need an ETA, since the existing status carries the permission. Dual nationals travelling on a British or Irish passport need nothing at all.
The Luxembourg identity card is no longer accepted for travel to Britain — it stopped being valid for that purpose in October 2021 for most travellers, so a passport is required and the ETA attaches to its number. Luxembourg citizens with EU Settlement Scheme status are the exception and may still use an ID card. Note too that eligibility follows citizenship, not residence: the large cross-border and expatriate workforce living in Luxembourg on French, Portuguese, Italian or other passports follows the rules for those nationalities.
Stay & validity
An approved ETA is valid for two years from the date it is granted, or until your Luxembourg passport expires, whichever comes first. Within that window there is no limit on entries, and each visit can last up to six months. For the substantial number of Luxembourg professionals who travel to London regularly on business, one application covering two years removes a recurring step.
The passport-expiry rule is the one to check first. The ETA is bound to the passport number and ends when that document does. Luxembourg passports are issued for ten years for adults and five for children, so families applying together may find the children's authorisations expire well before the parents'. Renewal does not transfer the ETA and there is no refund.
Britain does not require six months of onward passport validity, only that the passport covers your stay. This differs from the rule the EU applies to third-country nationals entering Schengen, and travellers who assume symmetry sometimes over-prepare — for a straightforward trip to Britain, the British rule is the only one in play.
Six months per visit is the maximum for a single entry rather than an annual budget. It matters chiefly for students, whose courses must finish within six months or require a Student visa instead, and for professionals working across both financial centres. Border Force considers the cumulative pattern of entries, and stays that account for most of the year read as residence rather than a series of visits.

Applications from Luxembourg are decided automatically in almost all cases, and most applicants receive approval within minutes. The Home Office asks travellers to allow up to three working days, and a small proportion are referred for manual review, usually where a photograph fails the automated check.
Apply at least a week before you travel. The buffer is there so that a mistyped passport number or a rejected photograph can be corrected without a second payment. Business travellers who fly at short notice should simply obtain an ETA proactively — it lasts two years, so there is no disadvantage to holding one before a trip is booked.
If you are routing through Brussels or Paris and taking the Eurostar, remember that UK border checks are conducted before boarding under the juxtaposed controls arrangement. A missing ETA is discovered at the departure station rather than in London, and there is no way to resolve it in time for that train.
On arrival
An approved ETA gets you on the plane. This is what happens once you land — and your nationality is one of those that can use the automated gates.
Your nationality is eligible to use the automated gates at Heathrow, Gatwick, Manchester, Edinburgh and most other UK ports, alongside British and Irish citizens. The gate reads your biometric passport chip and checks your ETA against it electronically.
Children aged 10 or 11 can use the gates when accompanied by an adult using them at the same time. Younger children must be seen at a staffed desk, so families with under-tens should join the officer queue together.
The gates do not stamp passports. Your arrival is recorded digitally, and your six-month permission runs from that date. Keep your boarding pass and booking confirmations if you need to evidence your arrival date later.
The gates refer a proportion of passengers to Border Force at random or where the chip does not read cleanly. This is routine, is not a sign of a problem with your ETA, and usually adds only a few minutes.
Getting there
Luxembourg has a direct air link to London with Luxair, but its small size means many travellers use the larger neighbouring hubs. Brussels is under three hours by road or rail and offers both the Eurostar and a wide choice of flights; Frankfurt and Paris are comparably accessible and both are well connected to every part of Britain.
Best time to go
Luxembourg and Britain share a temperate northern European climate, so nothing about the British seasons will surprise a Luxembourg visitor. Britain is milder in winter and wetter throughout, and the daylight range is wider — a June evening in Scotland runs considerably longer than one in Luxembourg City.
May, June and September offer the best balance of weather and price. All three sit outside the July and August peak, when British prices and crowds are at their highest. September is particularly good: the British school holidays have ended, the weather in the south often holds into October, and the cities are calmer.
The Luxembourg school calendar broadly tracks its neighbours, with the summer break running from mid-July to mid-September. That overlaps substantially with the British peak, so families tied to it will find London and Edinburgh at their most expensive. The shorter breaks — Carnival, Easter and the autumn week — all fall outside the British peak and are much better value for a city trip.
A practical note on routing. Britain is one hour behind Luxembourg year-round, with both changing clocks on the same dates. If you are driving to Brussels or Paris for the Eurostar, allow generously for the check-in window at the departure station, which is longer than for a domestic train and includes a UK border check before boarding.
Avoid these
Refusals are rare, and almost always technical rather than substantive. These are the problems that come up most often on applications from Luxembourg — we check for every one of them before submitting.
Whether you fly direct from Findel, take the Eurostar from Brussels, or fly out of Frankfurt, the ETA requirement is identical. It attaches to you and your passport, not to a departure airport. Travellers who think of a Brussels departure as somehow different are the most common source of confusion in this market.
Luxembourg has an unusually large non-national population and cross-border workforce. Eligibility follows the passport, not the residence permit or where you work. French, Portuguese, Italian and other passport holders living in Luxembourg follow the rules for their own nationality, and non-EU passport holders may need a Standard Visitor visa with weeks of lead time.

The ETA permits study of up to six months. A Luxembourg student doing an academic year or a full degree at a British university needs a Student visa applied for before travel. It cannot be obtained from within the UK after arriving on an ETA.
Passport number mistyped
By far the most common problem. The authorisation attaches to the number you enter, so a single wrong character produces an ETA that does not exist as far as the airline's check is concerned.
An undeclared conviction or refusal
The Home Office asks about criminal convictions and previous immigration refusals or removals. History found later is treated far more seriously than the original matter would have been if declared.
A photograph that fails the check
Shadows across the face, glasses, a patterned background or a cropped chin all cause the automated check to reject an image, which turns a routine approval into a manual review.
Conditions
These conditions are set by the UK Home Office and do not vary by nationality. The passport-linking rule in particular catches out a great many otherwise well-planned trips.
Your authorisation is held digitally against the passport number you enter. There is nothing placed in your passport and nothing to print for the border. If you renew or replace that passport, the ETA does not transfer — you must apply for a new one on the new document.
Every person travelling needs their own ETA, including babies and children. A child cannot be added to a parent's application, and each traveller needs their own valid passport to apply against.
An approved ETA lasts two years from the date it is granted, or until the expiry date of the passport it is linked to, whichever comes first. This is the single most misunderstood rule in the scheme — a passport with eight months left produces an ETA with eight months left.
Within its validity you can travel to the UK as many times as you like. Each individual visit can be up to six months. There is no formal annual cap, but repeated long stays that add up to the majority of the year will attract questions at the border.
One ETA covers England, Scotland, Wales and Northern Ireland, and it is also accepted for travel to Jersey, Guernsey and the Isle of Man. You do not need a separate authorisation for the Crown Dependencies.
An ETA lets you board your flight, train or ship. The decision to admit you is made by Border Force on arrival, who can ask about your funds, your accommodation, your onward plans and the purpose of your visit.
