Overview

The US ESTA for Finnish citizens

Finland's links with the United States are older and more varied than its size would suggest. Finnish settlers left their mark on Michigan's Upper Peninsula and northern Minnesota, a long-established Finnish community winters around Lake Worth in Florida, and Finnish technology and engineering firms have offices from Texas to Illinois. Add ice hockey, with Finnish players spread across the NHL, and there are plenty of reasons to cross the Atlantic.

Since 1991 Finns have been able to do so without a visa under the Visa Waiver Program. The condition is an ESTA, an electronic authorisation granted by U.S. Customs and Border Protection before departure. At Helsinki-Vantaa the airline looks it up automatically at check-in, and without it the journey ends at the desk.

A Finn who has used Suomi.fi will find the application familiar in style. What deserves attention is the short life of the Finnish passport, the handling of ä, ö and å, and the long connections involved in reaching the United States from Oulu, Rovaniemi or Kuopio.

Eligibility

Do Finnish citizens need an ESTA for the USA?

Yes. Every Finnish citizen visiting the United States under the waiver must have an ESTA, however short the visit and however they arrive, including by road from Canada or Mexico. A stopover counts as a visit, so Finns flying through Dallas to Latin America are covered by the same requirement.

Applications are personal and cannot be shared. Parents travelling with children during the hiihtoloma file one for each child, using the details in that child's own passport, and a newborn is treated no differently from an adult.

The waiver is unavailable to Finns who have been present in Iran, Iraq, Syria, Libya, Somalia, Sudan, Yemen or North Korea since 1 March 2011, or in Cuba since 12 January 2021, and to those who are also citizens of Iran, Iraq, Syria, Sudan, North Korea or Cuba. Finland's Somali- and Iraqi-born communities, and Finns who have worked in crisis management or development abroad, should read that list carefully.

Finns may use an ESTA for tourism, family visits, business meetings, medical treatment and transit. Taking a job with a US employer, studying for a degree or exchange credit and working as a journalist all sit outside it and require a visa issued in advance.

How long can Finnish citizens stay in the USA?

The headline figures are two years of validity and up to 90 days on each visit. For Finns the first of those is often theoretical, because a Finnish passport lasts at most five years and the ESTA cannot outlive it. Apply in the final year of the passport and you will get months, not years.

It follows that the right sequence is passport first, ESTA second. Renewal in Finland is quick and can usually be started online, so there is little reason to attach a new authorisation to a document that is about to be replaced. Children's passports follow the same five-year maximum and need the same check.

Within a trip, the 90 days run without interruption. A Finnish traveller who visits relatives in Michigan and crosses into Ontario for a week is still using up the original allowance, and an excursion from Florida to the Bahamas has the same effect. No extension can be requested after arrival.

  • A Finnish e-passport with the chip symbol on its cover; the henkilökortti, though valid across Europe, is not accepted for travel to the United States
  • A temporary passport only where it is an electronic one, which should be confirmed with the police when it is issued
  • Names entered from the machine-readable zone of the photo page, where ä, ö and å have already been turned into unaccented letters
  • All etunimet in passport order, not just the kutsumanimi you are known by
  • The passport number and the expiry date, the latter being decisive given the five-year term
  • Any additional citizenship, current or former, stated accurately
  • An accurate account of time spent since March 2011 in countries that remove Visa Waiver eligibility

Processing times and when to apply

Finnish applicants usually have an answer within a day and often much sooner. CBP's recommendation of at least 72 hours before travel is there for applications that go to pending, which can happen to anyone and gives no warning.

Finns planning a trip for the hiihtoloma, for Midsummer week or for the Christmas break should apply as soon as the dates are fixed. Seats on the Helsinki nonstops sell out early for those periods, and a late surprise leaves very few alternative flights.

A refusal, or an answer that makes you ineligible, leads to a visitor visa application and an interview at the embassy in Kaivopuisto, Helsinki. For someone living in Lapland that means a domestic flight or a night train south, so the question of eligibility is best settled long before departure day.

You are inspected by a CBP officer

Visa Waiver travellers are seen by U.S. Customs and Border Protection at the first American airport they land at, even when connecting onward. The officer takes a photograph and, for most adults, fingerprints.

Your admission is recorded electronically

There is no paper form to fill in on the aircraft. Your arrival record, the I-94, is created digitally and shows the date by which you must leave. You can look it up online afterwards.

Have your plans ready to describe

Expect to be asked where you are staying, for how long and what you do for a living. A return ticket and the address of your first night are usually all it takes.

Allow time at the first airport

Queues at the busiest gateways can run past an hour at peak arrival times. If you are connecting to a domestic flight, leave a generous margin, since you also reclaim and recheck your bags.

Flying to the USA from Finland

Finnair links Helsinki nonstop with a small group of American cities and connects onward through its oneworld partner American Airlines, which is why Dallas/Fort Worth features so prominently for Finns. Passengers from Oulu, Rovaniemi, Tampere and Turku generally fly to Helsinki first. Others prefer to change in Stockholm, Copenhagen, Frankfurt or Reykjavik, depending on the final destination.

Best time to go

When to travel from Finland

Finnish winters send people south, and the hiihtoloma, staggered across weeks 8 to 10 by region, is the classic time for Florida. The weather there is dry and warm in late February and early March, and the Finnish community around Lake Worth and Lantana is at its liveliest.

Finnish schools break up at the start of June, earlier than in most of Europe and a little ahead of many American districts. The first half of June is therefore a useful window: long days in the national parks, summer weather in New York and Chicago, and prices that have not yet reached their July peak.

The syysloma in mid-October works well for the north-eastern states and for California, which is often at its warmest in early autumn. Finns thinking of Florida or the Gulf coast in that week should remember that hurricane season lasts into November.

Helsinki is seven hours ahead of New York and ten ahead of Los Angeles, an hour more than from Stockholm or Oslo. The afternoon Finnair departure reaches JFK in the early evening local time, which is the small hours for a Finnish body clock, so plan an undemanding first night.

Common mistakes Finnish citizens make

Refusals are rare, and almost always technical rather than substantive. These are the problems that come up most often on applications from Finland — we check for every one of them before submitting.

Pairing a new ESTA with an old passport

With a five-year maximum, Finnish passports are never far from renewal. An authorisation issued on a passport in its last months dies with it. Look at the expiry date first and renew before applying if less than a year or so remains.

Entering Mäkelä or Öhman with dots

Finnish letters cannot be typed into the form. The correct plain spelling is the one printed in the machine-readable lines under the photograph, and using any other conversion risks a record the airline cannot match.

Using only the kutsumanimi

Finns commonly have two or three given names and use just one. The application must list them all in the order the passport shows, even if no one has called you by the first of them since your christening.

Overlooking a deployment or aid posting

Finns serve in peacekeeping, crisis management and development work in several of the countries that affect eligibility. Outside narrow exemptions for official government service, such time must be declared and usually means a visa.

Travel to a restricted country

Anyone who has been in Iran, Iraq, North Korea, Sudan, Syria, Libya, Somalia or Yemen on or after 1 March 2011, or in Cuba on or after 12 January 2021, is generally not eligible for the Visa Waiver Program and needs a visa instead.

A previous visa refusal or overstay

An earlier refusal of a US visa, a denied entry or a past overstay must be declared. Each one commonly leads to an ESTA being refused and the traveller being directed to apply for a visa.

Passport details that do not match

A single wrong character in the passport number, or an expiry date typed in the wrong order, produces an authorisation the airline cannot find at check-in.

These conditions are set under the Visa Waiver Program and do not vary by nationality. The 90-day limit and the passport-linking rule catch out a great many otherwise well-planned trips.

The ESTA is linked to one passport

Your authorisation is held electronically against the passport number you enter. If you renew or replace that passport, change your name or change citizenship, the ESTA no longer applies and you need a new one.

One application per traveller

Every person travelling under the Visa Waiver Program needs their own ESTA, including babies and children, each linked to that traveller's own e-passport.

Valid for two years, or until your passport expires

An approved ESTA generally lasts two years from the date of authorisation, or until the passport it is linked to expires, whichever comes first.

Multiple entries, up to 90 days per visit

Within its validity you can make repeated trips. Each stay can be up to 90 days, and time spent in Canada, Mexico or the nearby Caribbean islands during a trip counts towards those 90 days.

No extensions and no change of status

A Visa Waiver stay cannot be extended and cannot be converted into another immigration status from inside the United States. Anyone who needs longer must apply for a visa before travelling.

It is permission to travel, not a guarantee of entry

An ESTA lets you board a carrier bound for the United States. Admission is decided by a CBP officer at the port of entry, who can ask about your plans, your funds and your ties to home.
