Overview
For Japanese travellers, America very often means Hawaii. Honolulu has been the country's favourite overseas resort for two generations, the setting for honeymoons, company trips, the Honolulu Marathon each December and three-generation family holidays. Beyond the islands come Los Angeles and Las Vegas, New York for theatre and art, baseball pilgrimages to see Japanese players in the major leagues, and a heavy flow of business travel to California, Texas and the Midwest car plants.
Japan was the second country admitted to the Visa Waiver Program, in December 1988, and a Japanese passport has opened the United States without a visa ever since. The condition is an ESTA, an electronic approval from U.S. Customs and Border Protection that is recorded against the passport number. ANA, Japan Airlines and the American carriers confirm it at Haneda, Narita and Kansai before issuing a boarding pass, and that includes flights to Honolulu.
Japanese applications are usually precise, but a few features of Japanese documents cause repeated trouble. Hepburn romanisation of long vowels, a former surname printed in brackets, the choice between a five-year and a ten-year passport, and the compressed travel seasons of Golden Week, Obon and the New Year all play a part. Eligibility
A Japanese citizen needs an ESTA to enter any part of the United States visa-free, and Hawaii is no exception. The islands are a US state with the same border rules as California or New York, so a five-night stay in Waikiki requires the same authorisation as a month on the mainland. Cruise passengers and travellers crossing by road from Canada need it too.
The passport must be an IC passport, the type with the chip symbol on the cover that Japan has issued as standard for many years. If a passport is lost abroad, an embassy may supply an emergency travel document, and one without a chip cannot be used with the waiver. A traveller in that position needs a visa or a full replacement passport before continuing to America.
Japan does not generally permit adults to hold two nationalities, so the dual-citizenship exclusion affects fewer people here than in Europe. It still applies to anyone who does hold Iranian, Iraqi, Syrian, Sudanese, North Korean or Cuban nationality alongside Japanese, including younger people with one Japanese parent who have not yet made their choice of nationality.
The travel-history rule reaches more Japanese applicants. Trading-company staff, plant engineers and researchers who have worked in Iran or Iraq since 1 March 2011 are generally ineligible, as are travellers who have visited Cuba since 12 January 2021, a destination with a keen following among Japanese fans of its music and classic cars. Presence in North Korea, Syria, Libya, Yemen, Somalia or Sudan has the same effect.
Stay & validity
An ESTA issued to a Japanese passport holder generally lasts two years and can be used for repeated visits of up to 90 days each. Since most Japanese trips to America are short, often under a week because of limited annual leave, one authorisation may cover half a dozen journeys to Honolulu and the West Coast.
Japan gives adults a choice of passport, a red one valid for ten years or a navy one valid for five, while those under 18 can receive only the five-year version. The ESTA never outlasts its passport. Someone whose navy passport has ten months left will get ten months of authorisation, and it is often better to renew the passport first.
Few Japanese visitors come close to 90 days, but students on gap periods and retirees on long stays in Hawaii sometimes do. If the trip includes a side visit to Vancouver, Cancun or a Caribbean port, those days are added to the same count and do not restart it.
A waiver stay has a hard end date. It is not possible to extend it in Honolulu or anywhere else, nor to change to student status while there, so anyone enrolling in a university programme for credit or a long English course must hold a student visa on arrival.

CBP's recommendation is to apply 72 hours or more before the flight. Most Japanese applicants receive a decision quickly, but an application can be placed in pending for further checks, and a traveller at Haneda with a pending status will not be boarded.
Timing in Japan is driven by three concentrated holiday periods. Golden Week at the turn of April and May, Obon in the middle of August and the year-end and New Year break send very large numbers to Hawaii in the same few days. Requests should be made weeks ahead of those dates, when the passport details are confirmed and well before the airport is at its busiest.
Group travel is another reason to act early. On a company incentive trip or a school excursion to the United States, one member without an approved ESTA is left behind while the rest depart. Organisers usually collect passport copies and confirm every authorisation a month in advance, and individual travellers do well to follow the same discipline.
On arrival
An approved ESTA gets you on the plane. This is what happens once you land, and how to make the arrival as quick as possible.
Visa Waiver travellers are seen by U.S. Customs and Border Protection at the first American airport they land at, even when connecting onward. The officer takes a photograph and, for most adults, fingerprints.
There is no paper form to fill in on the aircraft. Your arrival record, the I-94, is created digitally and shows the date by which you must leave. You can look it up online afterwards.
Expect to be asked where you are staying, for how long and what you do for a living. A return ticket and the address of your first night are usually all it takes.
Queues at the busiest gateways can run past an hour at peak arrival times. If you are connecting to a domestic flight, leave a generous margin, since you also reclaim and recheck your bags.
Getting there
Tokyo's two airports provide one of the densest transpacific networks in Asia. ANA and Japan Airlines, with partners United and American, and Delta from Haneda, serve the mainland gateways, while Hawaiian Airlines and the low-cost carrier ZIPAIR add capacity to Honolulu and the West Coast. Osaka's Kansai airport has its own flights to Honolulu and California, and travellers from Sapporo, Fukuoka or Okinawa usually connect in Tokyo.
Best time to go
Because Japanese holidays are short and fixed, the question is less which season is best than how to avoid the crush. Flights and hotels for Golden Week, Obon and New Year cost the most and sell out earliest. Travellers able to move their leave by even a week, to mid-May, early July or late January, find Hawaii quieter and noticeably better value.
Hawaii itself is warm all year, with a wetter season from roughly November to March and big winter surf on the north shores. Japan's rainy season in June and early July is a pleasant time to be in Honolulu instead, and it falls before American school holidays push up demand from the mainland.
On the mainland, spring and autumn suit Japanese visitors best. California is reliable from April to October, New York is at its most comfortable in May and October, and the national parks are busiest from June to September. Florida and the Gulf coast have a hurricane season from June to November, which is relevant for trips to Orlando's theme parks.
The date line makes the journey feel strange. Honolulu is 19 hours behind Tokyo, so an evening departure from Haneda arrives on the morning of the same calendar day. Los Angeles is 16 or 17 hours behind depending on the season, as the United States uses daylight saving time and Japan does not. Jet lag is usually worse after the return.
Avoid these
Refusals are rare, and almost always technical rather than substantive. These are the problems that come up most often on applications from Japan — we check for every one of them before submitting.
Hepburn romanisation on Japanese passports normally drops long vowels, so Satō is printed SATO and Ōta is OTA unless the holder specifically registered an OH spelling. Typing SATOU or OHTA because that is how you write it elsewhere creates a mismatch with the passport. Copy the data page letter for letter.
Japanese passports show the surname above the given name, while the application form labels its fields in the Western way. Under time pressure applicants put TARO in the family-name box and YAMADA in the first-name box. The airline's check compares each field separately, so a reversed pair can stop you at the counter.
Passports issued after marriage or to people with a foreign spouse may show a former or alternative surname in parentheses beside the main one. That bracketed text is an annotation and is absent from the machine-readable lines. It should be left out of the surname field altogether.
Because Honolulu feels so familiar, with Japanese-language signs and staff, some first-time visitors assume entry is as informal as the atmosphere. It is a full US border. Travellers without an approved ESTA are refused boarding in Japan, and applying at the airport on the day of an evening flight is a gamble.
Travel to a restricted country
Anyone who has been in Iran, Iraq, North Korea, Sudan, Syria, Libya, Somalia or Yemen on or after 1 March 2011, or in Cuba on or after 12 January 2021, is generally not eligible for the Visa Waiver Program and needs a visa instead.
A previous visa refusal or overstay
An earlier refusal of a US visa, a denied entry or a past overstay must be declared. Each one commonly leads to an ESTA being refused and the traveller being directed to apply for a visa.
Passport details that do not match
A single wrong character in the passport number, or an expiry date typed in the wrong order, produces an authorisation the airline cannot find at check-in.
Conditions
These conditions are set under the Visa Waiver Program and do not vary by nationality. The 90-day limit and the passport-linking rule catch out a great many otherwise well-planned trips.
Your authorisation is held electronically against the passport number you enter. If you renew or replace that passport, change your name or change citizenship, the ESTA no longer applies and you need a new one.
Every person travelling under the Visa Waiver Program needs their own ESTA, including babies and children, each linked to that traveller's own e-passport.
An approved ESTA generally lasts two years from the date of authorisation, or until the passport it is linked to expires, whichever comes first.
Within its validity you can make repeated trips. Each stay can be up to 90 days, and time spent in Canada, Mexico or the nearby Caribbean islands during a trip counts towards those 90 days.
A Visa Waiver stay cannot be extended and cannot be converted into another immigration status from inside the United States. Anyone who needs longer must apply for a visa before travelling.
An ESTA lets you board a carrier bound for the United States. Admission is decided by a CBP officer at the port of entry, who can ask about your plans, your funds and your ties to home.

Only in a limited way. A short recreational course that earns no academic credit is compatible with a visitor stay, but enrolment in a programme for credit requires a student visa obtained in Japan beforehand. You cannot change status after arriving.
Generally no. Presence in Iran on or after 1 March 2011 makes a traveller ineligible for the Visa Waiver Program, and a commercial assignment is not among the limited exceptions, which concern diplomatic and military service. You would apply for a B-1/B-2 visa at the embassy in Tokyo or the consulate in Osaka.
No. A new passport number or a change of name each ends the previous authorisation, and after marriage both usually happen at once. Apply again using the new passport, and make sure flight reservations made in your former name are updated to match.
